Haliburton County is comprised of four lower tier Municipalities. Algonquin Highlands, Highlands East and Minden Hills were created through the amalgamation of nine municipalities in 2001. There were no changes to Dysart et al due to its existing population and geographic area. The current composition sees Council comprised of eight members, the Reeve and Deputy Reeve of the four municipalities. The Warden is elected or appointed by his peers annually.

Over the past decade, County responsibilities have increased significantly, including the provision of land ambulance, civic addressing, economic development & tourism, GIS, planning, etc. As well, Council operates very efficiently under a Standing Committee System which includes the following committees: Emergency Services, Roads, Economic Development, Joint Accessibility, Rail Trail Management, Finance and Correspondence and Personnel.

Council members and non-elected representatives are appointed to various boards, agencies and committees that collaborate with the County. These agencies include Haliburton Kawartha Pine Ridge District Health Unit, Point in Time Centre for Children, Youth and Parents, Haliburton Highlands Trails and Tours Network, Haliburton/City of Kawartha Lakes Social Alliance and Housing Corporation, Haliburton Highlands Health Services Dr. Recruitment and the Algonquin Land Claim.
